The cause of the issue was an SSD Persistent Disk latency issue in zone US-Central1-a on the Google Compute Engine network (our hosting provider). This caused issues with our MongoDB servers, creating a cascading affect.
We will work to put measures in place to combat unforeseen outages like this in future.
